Performance of Veterinary Services (PVS) Pathway

Orientation

PVS Training and Sub-Regional planning workshops enhance ownership and engagement of the countries (including via PVS Self-Evaluation). It flows into better preparation and conduct of missions, better quality reports, and most significantly, effective use of the reports to source funding and drive change to strengthen Veterinary Services.

A PVS pathway orientation training workshop has been organised in Nur Sultan (Kazakhstan) in October 2019.

Evaluation and Planning

• PVS Evaluation mission (initial)
  PVS Evaluations delivers a qualitative assessment of the performance of a country’s Veterinary Services and their compliance with our international standards. The final output of this external evaluation is a comprehensive assessment report, providing a complete overview of the Veterinary Services’ condition, evaluating its performance and identifying strengths and weaknesses, based on our international standards.
  
• PVS Evaluation Follow-Up mission
  The PVS Evaluation Follow-Up mission serves as a measuring and evaluation tool to update the assessment and progress made by countries since the initial PVS evaluation mission, using consistent methods over time
  
• PVS Evaluation of Aquatic Animal Health Services
  Including amendments to some Critical Competencies and Levels of Advancement, the WOAH PVS Tool Aquatic is appropriate for the evaluation of the performance of aquatic animal health services.
  
• PVS Gap Analysis
  The PVS Gap Analysis is a carefully structured exercise with national Veterinary Services to determine the priority goals, strategies, activities and investments required to improve national Veterinary Services.

is available to address identified priority gaps at global level, as further options for PVS Pathway engagement by our Member Countries.

• One Health Integration (WHO IHR – WOAH PVS National Bridging Workshops: NBW)
  The IHR-PVS Pathway National Bridging Workshops provide an opportunity to veterinary and human health sectors of hosting countries to build on almost parallel systems of national evaluation and planning, based on international standards (regulations) in the animal and human health fields respectively. The WOAH Europe regularly organises NBW in the region.
  
• PVS Pathway Veterinary Legislation Support Programme (VLSP)
  The power of clearly written and enforceable laws is a basis for the Veterinary Services. Through the Veterinary Legislation Support Programme, countries have the opportunity to have their laws in the veterinary domain systematically reviewed by VLSP experts. They identify gaps and weakness in their legislation, to strengthen their capacity in legal drafting and to develop new legislation.
  
• PVS Sustainable Laboratory Support
  The WOAH PVS Evaluation and support missions allow for the evaluation of Veterinary Services’ official need for laboratory analysis, as well as their availability and cost as a first step, but do not allow an in-depth analysis of the pertinence and efficiency of the national laboratory network. This is proposed by the PVS sustainable laboratory support in terms of Veterinary Services’ need for laboratory analysis.
  
• Veterinary and veterinary paraprofessional education
  In order to address the deficiencies in the competencies of veterinarians identified in PVS Evaluation reports, we developed support documents to its Member Countries, to ensure veterinary education establishments (VEE) will adequately prepare their veterinary graduates to possess the necessary competencies at graduation to protect the public good in the areas of animal and zoonotic disease control and food safety.
• Veterinary Statutory Bodies (VSBs) support
  The work with Veterinary Statutory Bodies ensures a proper regulation of the veterinary profession is in place to ensure the effective performance of Veterinary Services.
• Workforce Development through WOAH National Focal Points Training
  Launched in 2007, our global workforce development programme for Delegates and National Focal Points empower National Focal Points to share information with their relevant colleagues in their region and provides them further training on WOAH standards.
• Public-Private Partnerships (PPPs)
  The WOAH is providing support to its Member Countries to explore, plan and implement Public-Private Partnerships (PPPs) in the delivery of Veterinary Services.
  
• Twinning programmes
  Each twinning project directly links an existing WOAH recognized body (Reference Laboratory, Collaborating Centre or Veterinary Education Establishment (VEE)), the “parent”, with a “beneficiary” selected candidate to improve its performance. Knowledge and skills are exchanged through this link over a determined project period through staff exchanges, quality assurance and biosafety training and proficiency testing.
